“Occupy!” Love-In Or Tempest In A Bottle?

Retired LAPD Sergeant II Dave Dalton brings 42 years combined law enforcement/executive security experience to bear in this dynamic presentation, tracing the evolution of protest movements from the volatile 1960’s and early 1970’s into the uncertain and oftentimes fear-filled present. The comparison and contrasts presented will inform and entertain while offering a vetted look at this evolving movement which affects everyone. Where will it lead? What are your options as a Security professional when faced with “Occupiers?” The image conjured up is one of a tempest….slowing brewing, building to a climax, superficially visible but not in its entirety or complexity, bottled up, contained, restrained…just waiting for the right circumstance and leadership to emerge.

Dave’s extensive career has encompassed service in law enforcement/public safety, private security, emergency preparedness and response, and training. This included 29 years active duty with the Los Angeles Police Department. In his final assignment with LAPD, Dave served as Project Manager, directing the site selection, environmental clearance, design and construction of two multi-million dollar police training facilities. Dave served in other key leadership roles during various citywide emergencies and unusual occurrences including the 1984 Summer Olympic Games; the first-ever Papal visit in 1987; the 1992 Los Angeles Riots; the Northridge Earthquake; firestorms, floods, and mudslides; extensive structural fires; major crime scenes; and large-scale incidents of civil disorder.

Throughout his law enforcement career, Dave pursued a parallel career in the security industry where he developed extensive experience and expertise in executive protection, high-profile/high-risk event security, emergency and disaster preparedness, and specialized security for cultural venues. He was personally invited by the Government of the People’s Republic of China in Beijing to help prepare the Chinese National Police and Military for the daunting task of providing security for the 2008 Summer Olympic Games.

Dave formerly held a security management position at the Getty Center in Los Angeles, and he served for three years as Executive Director for “Behind the Badge: The LAPD Experience,” Police Museum and Community Education Center in Los Angeles. Dave is continually sought out as a consultant, advisor and instructor on matters of safety, security and emergency preparedness. He has been an invited presenter at National and International Cultural Property Conferences. Between January 2007 and August 2010, Dave served as Security Director at the San Diego Natural History Museum in Balboa Park. Dave currently serves as Sector Chief for the Tourism and Public Venues Sector (San Diego and Imperial Counties) in the FBI-sponsored InfraGard program. Dave was selected to attend and recently graduated from the 2010 FBI Citizen’s Academy.

Dave is an active member of the American Society of Industrial Security (A.S.I.S.) San Diego Chapter; he has been elected to serve as the San Diego Chapter Chair for the January through December 2010 term. Dave serves on the Board of Governors for the Los Angeles Police Museum and Community Education Center in Highland Park, CA, and he serves as an elected Board member for the San Diego Chapter of Crimestoppers. Dave was selected to serve as San Diego County Co-Chair with the County Office of Emergency Services (OES) for the October 2009 “Great California ShakeOut”  California’s annual statewide earthquake drill. He has been the invited guest on numerous broadcast media events regarding emergency preparedness and response. He is also a member of the Ready San Diego Business Alliance and serves as Sector Co-Chair for the Public Venues Sector.

Dave is an active participant, occasional presenter, and avid supporter of the San Diego Hotel Security Directors and Associates. In his role as Infragard Sector Chief for the Tourism and Public Venues Sector, Dave also conceptualized, coordinated, and moderated “Operation Medusa 2010,” the first-ever hotel anti-terrorism table-top exercise specifically directed toward making tourist hotels safer and more secure from terrorist attacks. Dave was part of the Infragard planning team that assembled: “Infragard-Led and Supported Exercises: Lessons Learned and the Way Ahead,” a National anti-terrorism conference held at Barona Resort and Casino in San Diego on September 17, 2010. On September 14, 2010 Dave was formally commended by the San Diego County Board of Supervisors for his involvement in disaster planning and emergency response preparedness efforts County-wide. Dave was a featured presenter at “Need to Know,” a National Threats Matrix Conference held in Maryland in October 2010, before a prominent audience of emergency planning and disaster response agencies representing federal, state, and local organizations.
